13. On lesbian, gay and transgender and bisexual rights, [H.E. Mr. Mohamed BARKAT ABDILLAHI, Minister of Justice, Penitentiary affairs, in charge of Human Rights] stated that the Constitution enshrines a non-discrimination principle and that the Criminal Code penalises violations of this principle.
