SUMMARY SOGIESC issues during Laos’s 2nd UPR review |
I. SOGIESC issues/recommendations identified by NGOs
Freedom of religion or belief, expression, association and peaceful assembly, and right to participate in public and political life
31. JS2 noted that the Government created obstacles to the work of civil society organizations after their official registration. Registered associations were required to acquire separate permissions for all projects and activities as a matter of government policy. Acquiring permits for projects and activities that focus on, among others, LGBT and reproductive and sexual rights and issues relating to the rights of ethnic groups were particularly difficult.
II. Excerpts on SOGIESC issues from the national report
No references.
III. Excerpts on SOGIESC issues by UN agencies
12. UNCT recommended that the Government establish a national human rights institution in conformity with the Paris Principles. The implementation of the rights of minority groups, such as the LGBT community and persons with disabilities, remained particularly low, and those minority groups were at risk without the protection afforded by such an institution.
IV. References to SOGIESC issues during the Working Group review
No references.
V. Conclusions and/or recommendations
Laos did not receive any recommendations on SOGIESC issues.
